Tourism Ministry Updates Four Regulations to Elevate Service Quality, Tourist Experience

Riyadh: The Ministry of Tourism announced today updates to four regulations governing key tourism activities: travel and tourism services, tour guiding, hospitality facilities, and private hospitality units, aiming to modernize the sector's regulatory framework, enhance operational efficiency, and elevate the overall visitor experience across the Kingdom.

According to Saudi Press Agency, the ministry stated that the updates align regulatory standards with evolving business models and global best practices, incorporating direct feedback from investors, operators, and beneficiaries while safeguarding tourist rights.

Under the travel and tourism services regulation, licensing categories have been simplified, operational flexibility expanded, and varied license duration options introduced, alongside clearer definitions of service rights and obligations.

The tour guiding regulation streamlines classification categories, allows guides to operate across multiple regions and disciplines, regulates licensing and qualification exams, and permits direct booking arrangements and contracts with tourists.

For hospitality facilities, the updated regulations advance licensing, classification, digital integration, and online booking and payment standards. They introduce specialized accommodation categories and tie facility classifications directly to operational quality and safety compliance.

Meanwhile, the private hospitality unit regulation shifts the operating model from a permit-based framework to a formal licensing system, detailing safety criteria, property eligibility, and consumer rights.

Ministry of Tourism Spokesperson Nasr Alansari stated that the updated frameworks establish clear quality benchmarks, backed by specialized training initiatives to upskill sector personnel and assist operators in achieving full compliance.

The ministry confirmed that the revised regulations and compliance guidelines are accessible via its official portal, urging operators, investors, and service providers to align their procedures accordingly. Support and regulatory inquiries are being handled through the Unified Tourism Center at 930.
