Saudi Red Sea Authority Grants First Beach Operator License to Emaar

King Abdullah Economic City:The Saudi Red Sea Authority (SRSA) has issued Saudi Arabia's first beach operator license to Emaar, The Economic City (EEC), for Yam Beach in King Abdullah Economic City. This development marks a pivotal step in the Kingdom's efforts to establish a regulatory framework for beach operations and promote a robust coastal and marine tourism sector.

According to Saudi Press Agency, the license was granted through the unified coastal tourism platform in compliance with the Beach Operators' Requirements and Conditions set by SRSA in late 2025. This move translates the Kingdom's beach regulations into actionable terms, providing clarity on licensing requirements, operational standards, and responsibilities related to beach readiness, visitor safety, and environmental protection.

The licensing framework mandates that operators provide essential facilities, ensure accessibility for persons with disabilities, and maintain certified lifeguard coverage during operating hours. It also requires the designation of swimming areas, separate from marine activities, and comprehensive safety and emergency evacuation plans.

Environmental stewardship is a fundamental aspect of the licensing conditions. Operators must adopt waste management practices, monitor water and sand quality, and protect marine habitats and wildlife. These measures ensure the sustainable management of natural coastal assets.

The issuance of the license was achieved through coordination between SRSA and the Economic Cities and Special Zones Authority (ECZA), which oversees King Abdullah Economic City, alongside collaboration with the private sector. This partnership enhances the operational readiness of beaches and elevates service standards, thereby boosting the attractiveness of Saudi Arabia's coastal destinations to both domestic and international visitors.

SRSA's role in regulating and promoting coastal and marine tourism is crucial in creating an investment-friendly environment. This supports the development of varied tourism experiences, stimulates growth in related services and economic activities, and aligns with the job creation and sustainable tourism goals outlined in Saudi Vision 2030.
