Riyadh: The Saudi Competitiveness and Business Center's (SCBC) unified electronic Public Consultation Platform, Istitlaa, has announced the launch of 29 projects focused on economic and development affairs. This initiative, in collaboration with 23 government entities, invites stakeholders to contribute their feedback and proposals on these projects before they receive final approval.
According to Saudi Press Agency, one of the key projects featured on the Istitlaa platform is the Nuclear and Radiological Regulatory Commission's initiative titled 'Authorization, Duties, and Responsibilities of Radiation Safety Qualified Expert.' This project is aimed at issuing new regulations, establishing requirements outlined in approved technical regulations, and defining the framework for authorization, duties, and responsibilities of qualified experts in radiation safety. The public can submit feedback on this project until September 26, 2026.
Additionally, the Insurance Authority has launched the 'Project to Amend Annex (2) Standards for Requesting Approval to Cover Treatment Costs,' which is part of the Executive Regulations of the Cooperative Health Insurance System. This project seeks to enhance the efficiency of the medical approval process, expedite beneficiaries' access to treatment services, and improve the assessment of rejected medical requests to ensure impartiality and independence in resolving medical disputes. Public feedback on this project is open until September 25, 2026.
The Roads General Authority has also introduced the 'Saudi Highway Code Exception Rules' project. It aims to create a unified framework for submitting requests for exceptions within the authority's jurisdiction and to outline the provisions and procedures for reviewing and deciding on such requests. Public feedback for this project is open until September 26, 2026.
Another significant project open for consultation is the Zakat, Tax and Customs Authority's 'Special Criteria and Conditions that must be Fulfilled by Licensees before Dealing with ZATCA on Behalf of Taxpayers.' This initiative seeks to enhance the reliability of licensees authorized by taxpayers and improve compliance with Zakat and tax regulations. The public can provide their feedback on this project until September 30, 2026.
The introduction of these draft laws, regulations, and projects via the Istitlaa platform underscores Saudi Arabia's commitment to fostering transparency in the legislative environment.
