Justice Minister: Transparent Legislation, Public Participation Fuel Saudi Development

Riyadh: Minister of Justice Walid Al-Samaani emphasized that true development is inseparable from legal progress, highlighting the specialized legislation system launched by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, as a key pillar that enables comprehensive development and enhances the national innovation ecosystem, according to a press release issued by the Ministry of Justice today.

According to Saudi Press Agency, during the Saudi Law Conference 2025 opening in Riyadh, themed ‘Technology and Sustainability,’ Al-Samaani spoke in the session titled ‘Legal Frameworks Enabling National Development and Innovation Vision 2030 and Legal Transformation.’ He noted that the Basic Law of Governance establishes the Kingdom’s highest legislative goals, including justice, serving the public interest, and preventing harm. He emphasized that effective law enforcement requires more than simply reading legal texts. It demands a full understanding of the legal context, including its purpose, function, and intended objectives.

He added that the Kingdom’s legislative methodology today is based on key principles, foremost among them clarity and transparency, followed by public participation that allows specialists and the community to express their views and proposals, which enriches legal texts and achieves the best legislative practices.
