Riyadh: The National Competitiveness Center’s (NCC) Public Consultation Platform, Istitlaa, has introduced 27 projects focusing on economic and development affairs. In collaboration with 17 government bodies, the NCC is calling for feedback from the general public, government entities, and the private sector on these projects before they are approved.
According to Saudi Press Agency, the Roads General Authority has initiated a public consultation on two projects. The first project, ‘Experimental Works Regulation for the Road Sector,’ aims to foster innovation and research in the roads sector by establishing a structured experimental environment. The second project, ‘Licensing and Permits Regulation for the Roads Sector,’ seeks to set general frameworks for licenses and permits issued by the authority for road-related works. Feedback for both projects will be accepted until December 1, 2025.
The Saudi Ports Authority has submitted a significant project titled ‘Regulation for the Calculation and Collection of Storage Fees in Ports’ on the Istitlaa platform. This project aims to regulate the mechanism for calculating and collecting storage fees in ports under the authority’s supervision. The consultation period for public feedback is open until December 3, 2025.
The National Center for Inspection and Monitoring is requesting public input on two projects. The first, ‘Policy on Blueprint Inspection Process,’ aims to establish a unified framework for inspection activities to ensure consistency and regulatory integrity. The second, ‘Governance Rules for Appeals on Violations,’ aims to standardize procedures for appealing violations. Feedback for these projects will remain open until December 4, 2025.
The Public Security Directorate has introduced a project titled ‘Traffic Law Amendments’ on the Istitlaa platform. This project proposes allowing the import of antique vehicles and those that do not meet energy efficiency standards or the permitted age for import. Public feedback is invited until December 17, 2025.
The Ministry of Energy has presented a project titled ‘Electricity Law Amendments’ on the platform. This project aims to align with strategic plans and the specialties of related entities. Public feedback is open until December 17, 2025.
The introduction of these draft regulations and by-laws through the Istitlaa platform underscores a commitment to enhanced transparency in the legislative environment. Additionally, Istitlaa promotes public participation by enabling citizens, government agencies, and the private sector to provide their insights and feedback on proposed regulations affecting the business environment.
