Monsha’at and PayPal Collaborate to Boost Saudi SME Digital Commerce

Riyadh: The Small and Medium Enterprises General Authority (Monsha’at) has entered into a memorandum of understanding (MoU) with PayPal to explore avenues for collaboration in electronic payments and digital commerce. This partnership was announced during the Biban Forum 2025.

According to Saudi Press Agency, the agreement is designed to enhance the Saudi small and medium enterprises (SME) ecosystem and expand its international footprint. The MoU aims to empower Saudi SMEs to grow internationally by facilitating access to new markets through trusted, globally recognized payment platforms. This initiative aligns with the objectives of Saudi Vision 2030, which seeks to enhance the competitiveness of Saudi businesses on a global scale.

Monsha’at Vice Governor for SME Services, Eng. Rayan Alfayez, emphasized the potential impact of the collaboration, stating, “Through our collaboration with PayPal, we aim to take another step toward empowering Saudi entrepreneurs to expand globally and compete at the highest le
vels. Together, we are building a more connected, innovative, and resilient ecosystem that supports the Kingdom’s goals of economic diversification and digital transformation.”
